Local Place Plan - Gartcosh & Mount Ellen
Gartcosh Development Trust is delighted to announce that our Local Place Plan has been completed and formally registered with North Lanarkshire Council.
This is a significant milestone for our village. The Gartcosh Local Place Plan is the first of its kind for our community - a document that sets out a spatial vision for how Gartcosh could be improved and the actions needed to achieve this.

What is a Local Place Plan?
A Local Place Plan for Gartcosh & Mount Ellen is an opportunity for local residents in the community to have their say about future development in our area over a 5 or 10 year period.
Your views will define the ideas, priorities and considerations that will make up the Plan.
Our Plan will influence planning policy and community sector services including investment by the public & private business in the future.
What does a Local Place Plan do?
Our Local Place Plan is a pathway and opportunity for communities to have their voice heard in the planning process ahead of developments and decisions that affect their area.
The Gartcosh & Mount Ellen Local Place Plan will highlight our local priorities and opinions topics such as:
- Housing development
- Infrastructure eg school
- Community Amenities
- Green space
- Roads, active travel paths
- Heritage
- Economic opportunities
- The Seven Lochs projects at Johnston Loch
- Healthcare Access
- Wildlife and Biodiversity preservation.
It will be a live document to be referenced in decision making by statutory bodies, community groups, landowners and business. The Plan will communicate the community's aspirations and vision of our area.
Where we are now
The Gartcosh & Mount Ellen Local Place Plan is finished and has been formally registered with North Lanarkshire Council — the first Local Place Plan for our community.
It was shaped by consultation through 2024 and 2025, including the “3 wishes” campaign (almost 400 wishes from residents) and drop-in events in March. It addresses five key themes — movement, spaces, resources, civic participation and stewardship — and sets out the actions needed to improve wellbeing, reduce inequality and work toward Net Zero.
Registered Local Place Plans carry formal weight in planning decisions. That means the priorities you told us about now have to be taken into account when decisions affecting Gartcosh are made.
